The Revival of Zakat by Prophet Muhammad

Banjong Bin Kasun

In a previous article, I stated that paying Zakat is a religious commandment established since the time of Prophet Ismail and the Children of Israel, descendants of Prophet Abraham, as confirmed by the Quran.
However, later, the descendants of Ismail, the ancestors of the Arabs, forgot this religious commandment, while the Children of Israel continued to practice it, calling it Zakat in their own language, which in Thai means "tenth" (meaning one-tenth). Furthermore, because the scriptures revealed by God to the Children of Israel were interfered with by humans, the upper classes in society benefited more from the tenth than the lower classes.
Prophet Muhammad was born into an Arab society where people had forgotten the religious practice of Zakat, a divinely ordained institution to help the poor. Nevertheless, the inherent generosity of the Arabs was enough to enable them to share with the poor. However, this sharing was done to project an image of wealth and generosity.
When Prophet Muhammad and the Muslims migrated to Medina because they could no longer endure the opposition and oppression, he had to assume the role of leader entrusted to him by the people of Medina, without a cabinet to assist him.
At that time, the Muslims who migrated from Mecca (the Muhajirin) were in a state of poverty, and not all of the people of Medina who converted to Islam were wealthy. Although Prophet Muhammad asked the original inhabitants of Medina to take care of the migrating Muslims, he could not do so for everyone.
In the second year of the migration, the commandment for Muslims to fast during Ramadan was revealed. However, before Ramadan, Prophet Muhammad instructed the Muslims that before the end of Ramadan, each person who had enough food to eat the next day had to survey poor individuals or families. If they found any, they should give a certain amount of rice (sa'a) as zakat al-Fitr, so that Allah would accept the fasting and make amends for any mistakes that may have occurred during the fasting period.
It was this compulsory payment of zakat al-Fitr that made the poor Muslims realize that giving did not reduce their food reserves. Because when one has less left after giving to others, but others who have more compensate and receive even more, faith in charity (sadaqah) increases. And when sadaqah is given continuously, the economy begins to circulate faster and prosperity follows.
When the Battle of Badr occurred for the first time in the second year of the migration, the war ended with the Muslims victorious, and the enemy left weapons, supplies, and property on the battlefield. Allah commanded Prophet Muhammad to manage the spoils of war, dividing all the spoils of war into five parts: one part for the Prophet to care for his family, the poor, widows, and orphans; and four parts to be divided among those who participated in the battle.
When the verse says, "Those who have a portion in their wealth set aside for the beggars and the needy" (Quran 70:24-25), the Baytul Mal (public treasury) was established to collect wealth and sustenance for the poor and needy.
Because wealth obtained from war is uncertain. However, the government needs revenue during times of peace. Therefore, the Prophet Muhammad (peace be upon him) established criteria for calculating Zakat from gold, silver, agricultural produce, livestock, and buried treasure to be used as income for the continuous development of society.
As for who is eligible to receive Zakat, Allah has stipulated in the Quran: "Charity (Sadaqah) is for 1) the poor, 2) the needy, 3) those who are commanded to collect it, 4) those whose hearts are inclined towards Islam, 5) to free slaves, 6) to help those in debt, 7) to follow the way of God, and 8) to care for travelers."
Paying Zakat is therefore not only a religious obligation but also serves as a source of revenue that the Islamic government uses to assist and develop society according to the purposes of Allah.
